Most definitely NO, because the birth rate is not the problem.
As someone once said "it's not that we are breeding like rabbits, it's because we have stopped dieing like flies".

Spend some time looking at the historic population figures, and what initiated each growth stage, then do the maths.
There is a very simple way to resolve the population numbers; shut all the hospitals, pharmaceutical companies, stop all aid and benefits etc, and the problem would be resolved fairly quickly. 
It will not happen because the people in power are of the age group that have one eye on the fact they will need it soon, and the other eye on the next election.
Add to that the religious/moral implications, and the do-gooders that say no one should die, before birth or past their sell-by-date, nor even if they have committed multiple rape/violence/murders.

The world has one problem - too many people - and thousands of symptoms, one of those is an ageing population, a moratorium on births will exacerbate the ageing population aspect, not resolve it.
If humans can't resolve the problem, nature will do it in a far more abrupt way, as it has before, and if one observes the broader perspective, that will be in next few years.
The sustainable population is less than one billion, when nature starts scratching the fleas, the number will be about one million, and that assumes nature allows humans another try.

p.s. I was born in 1940, when there was 2 billion people, now there is 6.75 billion, you work it out.
