Dear Robert,
The Ghadaffi speech appears to relate to government reports which, basically, slam government operations for being inefficient, corrupt etc. The Ghadaffi response is then to propose abolishing (with some exceptions, e.g. for security and big infrastructure projects) all governmental intervention in the economy -- i.e. most of the economy as at present.
Put another way, the oil income money (greatly increased because of recent oil price rises), instead of first going to government and its operations, will start by going, in the first place, to citizens individually. A refrain in the speech is to the effect that you (the citizens) get the money and you can get on and spend it as you wish (and take the consequences of, e.g., drinking it away).
There are, of course, many ifs and buts as to what is meant and what might, or might not, be implemented (if ever) -- not least as to education, health, roads, bridges etc Futhermore, it is mentioned that the oil money income can vary (as it does quite substantially in the Alaska pipe line scheme for Alaskan citizens) but I presume that the general intent is to try to generate some sort of productive market economy which stands a chance of surviving after the oil runs out.
The binary Iraq plan (non-transferable lifetime share in the proceeds of the oil for each individual citizen) proposes something similar and its implementation would have done much to prevent the disastrous situation which is Iraq today because it would have given every citizen a direct interest in political and economic stability and the successful running of the oil fields. Binary economics is based on the people ultimately coming to own a nation's assets and have the income from the assets. Today the Americans are still trying to get the oil fields sold off to them (it is rumoured by bribery) and, as far as I know, the Bremer Orders are stil largely in force.
I realise that the Ghadaffi speech boggles the mind (and it may be only a sort of protesting rhetoric) but Ghadaffi is President of Libya and GJM ought at least to try to address what might be involved.
