Robert,
This video is a piece of cynical establishment propaganda continually saying there is an "over-reaction" and that when the "over-reaction" is corrected everything in the garden will be lovely (as it it is at present, the speaker is essentially claiming, except for a little local sub-prime difficulty made worse by the over-reaction).
