Further to your helpful comment. The wind exists -- its force is harnessed by windmills; tides exist -- their force is harnessed by tidal barrages; and gravity exists -- it plays an important role in dams and hydro-electricity. Forces exist and we harness them. The examples are myriad.
And continuous magnetic forces exist -- they are very strong at close quarters. For me the main problem is how to harness the magnetic forces which undoubtedly exist.
So -- if the problem can be solved -- perpetual motion machines are not involved nor is over-unity.
As regards Steorn, the jury has not yet reported. Delusion is possible but fraud highly unlikely (Steorn does not ask for money and fraudsters don't make a hash of public demonstrations). And as for hoax -- hardly likely when millions of pounds of investors' money is at stake.
It gets down to either delusion or Steorn still producing somehing out of the hat.
