Dear Friends Of TOP (the optimum policy),

The very idea of "liberty and justice for all" seems to be anathema to
the WHIPS (our wealthy, healthy, intelligent, and powerfull folks) who
post on the Internet. They parade as functional illiterates, as if they
have no knowledge whatsoever of the optimum policy for the "general
welfare of households and product lines" shown on Fig6c.gif in #23.
Since our public and private classes of productive assets, households and
product lines, always act and operate in tandem (in series, not in
parallel) each class has a common interest in the other's welfare because
the flow of M1c-A, as shown on Fig4 & 8i.gif, is common to both the
private and public sectors of any economy. But a few of our WHIPs, who
own most of the product lines, act like carpet bagging Shylocks (CBS)
whose vision reaches only to the next pound of flesh they can extract
from the middle and lower classes of the society they govern. To the
contrary, many of our WHIPs remain politically correct by not discussing
the optimum policy for local government and corporations because they are
in debt to the CBS or employed by the CBS.

Is this the natural nature of all human beings? Or is it a condition
initiated by "The Folly Of Rehoboam" (I Kings 12) and cultivated over the
last thirty centuries through out the Western World as a consequence of
our CBSs withholding half of the local public revenue, to put 3% of GDP
in their own pocket? Of course, the CBS may have acknowledged the finite
limits of the earth's ability to support a growing population of human
beings and adopted the wrong policy (TWP) as a method of population
control. Rather like the method proposed by John Gelles when he wrote in
#22, in part:

"If we want to discourage over-population, the allowance could be paid
for mothers with two children, Extra children could be excluded or even
used to penalize the allowances for its siblings."

Obviously, that method of population control has not been very effective.

In the following five four brief excerpts; Ken Kostyo speaks for himself
twice on list Worldcit, about "How to convince Indian Parliament."
Edward Gloucester introduces Clive Ponting on list Humanist to explain
how human being destroy their life support systems. And James Cumes
introduces Dr. Marc Faber on list VOW. Below the four brief excerpts,
Wes Burt will review a possible one page picture of the optimum policy.

Subject: RE: How to convince Indian Parliament

Happy New year, everyone!
Otfried’s excerpt from the German constitution as well as this entire
conversation line is quite interesting and important.
Raj gave me some software that contains all of the constitutions in the
world (and several websites also post many of them). We could screen
them all for similar “cosmopolitan potential”. That would be invaluable
to the future of our work. We would need a small work group to review
the documents and interact with others in the world federalist movement.
Is anybody else interested in working on this?
Cheers and thanks.
Ken

~~~~~~~~~~~~ Excerpt 2 of 4 ~~~~~~~~~~~~~~
From: "Ken Kostyo."  He returns to the subject five hours after his above
post on the same subject.
Dear Otfried and friends,
This is (unfortunately) a separate issue from the world court or any
other UN organ.  Remember the UN is only a non-binding gentleman’s
agreement among kings, dictators, and other executives.  It has no direct
legal impact in any country (with some very very rare exceptions
including my adopted country of the The Netherlands).
What we are looking for is constitutional language that would yield
sovereignty to democratically made law
 the better examples are
con/federations such as  Switzerland, the U.S., India, etc. etc.
What we are talking about here is law.  Treaties are more akin to private
contracts.
Cheers,
KK
Edward Gloucester on list
humanist at topica.com.
http://www.primitivism.com/easter-island.htm
all but the last paragraph ~~~~~
The fate of Easter Island has wider implications too. Like Easter Island
the earth has only limited resources to support human society and all its
demands. Like the islanders, the human population of the earth has no
practical means of escape. How has the environment of the world shaped
human history and how have people shaped and altered the world in which
they live? Have other societies fallen into the same trap as the
islanders? For the last two million years humans have succeeded in
obtaining more food and extracting more resources on which to sustain
increasing numbers of people and increasingly complex and technologically
advanced societies. But have they been any more successful than the
islanders in finding a way of life that does not fatally deplete...
~~~~~~~~~~~~~~~~~~~~ Excerpt 4 of 4 ~~~~~~~~~~~~~~~~~~~~~

On 11 January 07, Dr. James Cumes on list VOW introduced Dr. Marc Faber
to tell the story of an island on which "Ninety-nine percent of the
population are the "Bushes" and 1% are the "Smartos"."

(Snip all but the last paragraph)

And in order to facilitate this trade, the Smartos, who controlled both
the Fed and the Treasury, continued to make positive comments about "a
strong currency being in the best interest of the island". Sure, it would
have been in the best interest of the island to have a strong currency,
but it was certainly not in the best interest of the Smartos, who had
devised their last grand plan: shift assets overseas and into precious
metals, let the currency of the island collapse, and then repatriate the
funds and buy up the remaining assets of the Bush tribe's middle and
lower classes at bargain prices since they had never understood that
their currency had collapsed against foreign currencies and against gold.

Regards,

Dr. Marc Faber

~~~~~~~~~~~~~~~~~~~~  End four Excerpts ~~~~~~~~~~~~~~~~~~~~~
The systemic defect of omission in the US constitution produced visible
symptoms only with the advent of industrialization, and more specifically
in the failure of reconstruction of the former Confederate states.
Nation building in the former Spanish colonies produced the same result
as reconstruction.  The great Depression of 1929 lasted a whole decade
before war time spending for WW II brought the US economy to life again.
And the defect of omission continues to produce the same result in
Afhganistan and Iraq.  So how did the USA form a "World Government" which
the rest of the world now calls Pax Americana without correcting that
defect?
Quite easily, because the defect, withholding the subsistence allowance
for dependents, was of little consequence in an agrarian society such as
the US was until the frontier closed in 1898.  As the division of labor
became more intense, parenting families proudly assumed the burden of
subsistence for their dependents while corporations in the private sector
socialized 100% of the cost of developing their product lines.  Universal
public education provided an efficient work force and the defect caused
only a modest imbalance of a 2.3%/year "natural rate of inflation" and a
4%, or more, rate of sustained unemployment.  None of the other
industrial nations approached the US economic performance until the
economic miracles of Japan and West Europe from 1946 through 1976.
The two attached files show how the 2001 simple one page explanation of
what ails us becomes a more and more complicated 2007 presentation when
six years elapse without a second voice being raised in discussion of the
simple and only technically valid solution which can only be adopted
simultaneously by each local community if the President so orders.  But
the President never heard about the simple solution because the CBSs
prefer the wrong policy and the WHIPs have no balls.
Kind regards,
Wes Burt
