Dear Dr. Rozeff,
I was delighted to read your article on Rockwell's 
distribution list, "Decivilizing Ourselves With Laws," 
which concluded as follows:
"The great battle of our time is not the clash 
of civilizations. It is the battle among ourselves 
to relocate and reinstitute the sources of our 
own civilization in new and proper ways so that 
we may maintain that civilization. We will only 
win that battle when we greatly reduce our 
power, and thus the power of our political 
governments, to make law.
        We need to restrain ourselves and our governments. 
        We need to stick with an immutable code of law that 
        we know is right, that fosters civilization, and that is 
        beyond man’s tampering and manipulation. Such a 
        code can easily be found in the Holy Bible."

Since none of our five western religions; Judaism, 
Catholicism, Islam, Protestantism, or Humanism 
have managed to extract from their holy history books 
an effective cure for what ails humanity, perhaps the 
thing we are looking for, if it exists, must have been 
formulated and practiced before the thirteen tribes of 
Israel received the Ten Commandments.  That is to say: 
before Judaism, Catholicism, Islam, Protestantism, 
or Humanism were invented.  My own inquiry into this 
fascinating subject began in 1969 with a profile of the 
US CPI shown in Figure 10c on the website below.  

It does seem that only retired folks dare to mount a 
serious inquiry into this subject.  Even young employees 
know better these days, but I was too innocent during 
General Electric's 1940s decentralization program and 
not much brighter during GE's 1950s Automatic 
Dispatching Program for the US power grid.  It took 
thirty years of experience with nine defense contractors 
to open my eyes to the fact that the "Law" is practiced in 
the US private sector, and has been withheld from the 
US public sector since the AEA abandoned its founding 
principles at the 1898 annual meeting.  Messrs. Richard 
T. Ely and Henry C. Adams are surly revolving slowly in 
 their graves.
I am looking forward to reading your findings on the 
original "immutable code of law" whenever you decide 
to publish them.  In the meantime, please review the 
attached file, Why Not TOP (The Optimum Policy) 
to see if there is any thing in it that you may have 
missed.  That figure is my best effort to formulate a 
one page public disclosure of this subject.  I doubt if 
there is more than one "immutable code of law" hidden 
in our favorite Holy books.  I found that Scofield's 
1909 "Reference Edition Of The Holy Bible" contained 
a more complete set of references to the three Mosaic 
Tithes than did Dr. Hertz's 1936 "Pentateuch And 
Halftorahs," but both were essential to reach a 
conclusion about an optimum policy.  None of my 
figures or messages have been copyrighted so 
please use them as you think best, or ignore them, as 
my nine mail lists and forty member blind list have done 
since I retired in 1985.  The NIH syndrome is alive and 
well among the clerisy, as always, and there is no 
effect demand for work on this subject.

Thank you again, Dr. Rozeff, for being the first of the 
Libertarians to propose the necessity of some local 
government under "an immutable code of law that 
we know is right, that fosters civilization, and that 
is beyond man’s tampering and manipulation."  If local 
government is done right, we might not need so much 
State, National, and Global government.
