I am deep in debt to Bruce Eggum, to Dan Parker, to Charles Murray, and
to Dr. W. Curtiss Priest for their respective comments and insights on
the subject imbalance between the Imperial Clerisy and the rest of us.

I cannot do Charles justice in the space of this e-mail. He has covered
in a previous book "Losing Ground" and in this article much of what
America has lost since the AEA, at its 1898 annual meeting, abandoned
both its founding principles and the work of Henry Carter Adams.

The closest approach to a PIC (politically incorrect) response to this
challenge arrived on 4/11/07 from W. Curtiss Priest when he wrote on list
cyber-soc a provocative commentary on the subject: "Should Study of the
Destruction of American Society Remain a Fringe Activity?"

Bruce's comment registered right away. Dan's comment took a little
longer. But is it not obvious, that a public disclosure of the Imperial
Clerisy's exclusive proprietary secrets can only be made by the Imperial
Clerisy, in their own good time? The public cannot hear or read anyone
except members of the Clerisy. That is why I use graphical visual-aids,
the public understands graphical presentations of simple subjects like
the effect of mixing fixed and variable costs in competitive bidding for
human services.
Charles' article covered several avenues and periods dating back to Moses
in which the Jews may have developed their prominent standing in the
global Clerisy. Each approach implied that the superiority achieved by
the Jews involved raising their mean IQ to 110 when the mean IQ of the
whole national population is normalized to 100. Charles was not
persuaded that any of the several avenues he described could produce that
result. His many readers, and certainly this one, will agree with
Charles on that opinion. So Charles concluded his article as follows:
"At this point, I take sanctuary in my remaining hypothesis, uniquely
parsimonious and happily irrefutable. The Jews are Gods chosen people".
So Charles' article, on the whole, remains politically correct. And I
remain politically incorrect for believing that the twelve tribes of
Israel were the chosen people, but the ten northern tribes were lost to
history, or were they?
Dr. Priest, on the other hand, reviewed the interaction of several
vocabulary virtuosos at the Boston Globe, M. I. T., and the University Of
Maryland who are each politically correct, in that what they disclose to
the public is cognoscible only by those members of the Clerisy who
already know and practice TOP, i.e., the Imperial Clerisy. The rest of
us are taught TWP (the wrong policy) and must live on 50% capitalism. So
the study, by the politically correct folks, of the Destruction of
American Society has remained a fringe activity, not just since 1898, but
since the "Folly Of Rehoboam" (I Kings 12) in B.C. 975, according to the
K.J.V. of our oldest history book, the Old Testament of your Bible. Dr.
James Cumes, in his new book, called this fringe activity America's
Suicidal Statecraft. "Genocide Done Slowly" would have been an equally
appropriate name for this fringe activity, and just as politically
correct.

Is it not feasible to suppose: that since there is no general agreement
on how to raise the mean IQ of chosen people above the natural potential
IQ of the global population, we might find instead general agreement that
the IQ of the rest of the global population, who were not chosen, has
been depressed below their natural IQ by thirty centuries of the wrong
policy (TWP)?
To explore this alternate explanation of our present condition, let me
refresh your memory; by quoting two of my favorite experts on how markets
work, or don't work, and by introducing an improved Figure 9 to show two
modes of market operation with TOP in the private sector and a third mode
of market operation with TWP (the wrong policy) in the public sector.
Recall, for this exploration, that corporations do for the private sector
of each national economy what local government should do for the public
sector of each national economy. Adam Smith said so in his First Maxim
Of Taxation, Page 777, The Wealth Of Nations, 1776. US local
governments, for the last 109 years, have done only about half of what
they should have done, i.e., 50% capitalism for the US public sector
while the US private sector enjoyed 100% capitalism.

2, Closer to home we have Henry Carter Adams, 1887,
Relation Of The State To Industrial Action.
"The important thought in this connection is, that where the law of
increasing returns works with any degree of intensity, the principle of
free competition is powerless to exercise a healthy regulating
influence."
Nothing has been added to our understanding of how people make decisions
in our most Democratic institutions, our markets, since 1670 when Spinoza
stated the law which we all obey. Adams, on the other hand described
three classes of industrial suppliers: with decreasing, constant, and
increasing returns to scale. He concluded that the first two classes
would be properly regulated by the competitive action of a free market.
The third class, however, would corrupt a market economy by making it:
1, unable to purchase its own production,
2, unable to employ all who are willing to work,
3, unable to preserve the value of its money, and
4, unable to moderate its production rate to conserve
limited national resources.
Now you have no excuse for not knowing how we arrived at our present
condition after living for 109 years under such a corrupt market economy.
Such an economy is like the biology experiment which makes a small
reduction in the food and living space of a colony of laboratory rats, it
over loads the weaker rats and brings out the worst in the stronger rats.
Attached Fig. 9 TWP & TOP.gif shows a system of six power plants, A to F,
with A being the newest lowest cost plant and F being the oldest highest
cost plant still needed to supply peak demand for electric power, which
cannot be stored. With either manual or automatic dispatching of
production, the optimum policy for meeting the demand with a minimum
input of fuel is quite obvious. Plant A runs all of the time. As demand
increases, the price index moves up and each successively higher cost
plant is brought into production until peak demand is past and then their
output is reduced in reverse order as demand recedes. Over each 24 hour
demand cycle, the price index for power might range from 30% to 90% of
installed capacity. This is a demand exercise that other industries
experience only weekly, monthly, annually, or over the life cycle of a
product.
In contrast, if the six plants were manufacturing commodities which could
be stored, with a similar variation of demand, the price index would move
up to set production at the average level of demand. Excess production
during low demand would be stored and peak demand would be supplied from
storage. High cost plants would be retired, and competition would bring
new plants into production at or below the cost of plant A. All this is
simple and straight forward, not nearly as complicated as economics 101.
Now that we are all agreed on the two modes of market operation under TOP
in the private sector of any national economy, let us take a closer look
at our third mode of market operation under the wrong policy (TWP) in the
public sector of the USA or any other national economy. Here the
individual source of production is the family unit or the household with
one or more persons actively participating in the economy. A free market
assures that all such suppliers will be paid at a common rate of pay
expressed as $/(unit of value added), with a standard deviation in the
order of plus or minus 5%. On fig. 9 the whole work force would be
located along the prevailing labor price index. Bill Gates and Warren
Buffet would be far out to the right of Fig. 9, with the public free to
debate whether Bill or Warren has contributed the greater amount of value
added.
Only the Imperial Clerisy will be beyond the right edge of fig. 9. The
Democratic Clerisy and the rest of us will form an approximately normal
distribution (Bell Curve) around the mid point of the Output Scale on
Fig. 9. If our earned incomes were plotted, as on Fig. 8, the plot would
be a straight "earned income line" from the origin of the chart at a 45
degree angle, provided our output was measured at (0ne Dollar)/(unit of
VA). Notice how miserly the 5% standard deviation becomes as you
consider the lower ranges of output. But that is not our concern when
exploring the root cause of our present condition.
If the US had added an adequate children's allowance early in the
twentieth century, as Germany and Japan did after WW II to enable their
"economic miracles," the family of curves on fig. 9, 2X through nX, would
have vanished and left the whole work force located along curve 1X. That
is to say, each productive worker would have to support only one
dependent, him/her self, and the cost of this children's allowance would
be about 3% on the total tax rate. But the imperial Clerisy of John D,
Rockefeller's day received from P. T. Barnum the same policy proposal
that King Rehoboam (I Kings 12) received from his young advisors 2982
years ago. As Barnum put it: "Never give the suckers an even break. If
you do, they will multiply like rabbits and eat you out of house and
home," This is the fear that addles the brains of the Clerisy and makes
them act like the three monkeys who see no evil, speak no evil, and hear
no evil. So the Clerisy answers YES to the question: "Should Study of
the Destruction of American Society Remain a Fringe Activity?"
