the "What" of Social Transformation
Dear Friends, Old and New,
Please forgive me if my messages sound impatient.
I'll pass my 82nd birthday before I complete my
second week on list <worldcit at googlegroups.com>,
so I am in a hurry.
This surge of enthusiastic support for adding World
Unity Day to World Citizen Day on March 21st has
opened my eyes to "What" can be accomplished
when several serious people put their heads
together and speak with one voice on "How" to do it.
Like so many on this list who have expressed their
concerns about World Government, I have long been
a student of government. But, too slow-witted and
inarticulate to get elected and become a successful
practitioner. I could never raise $1,000,000/year
to get reelected every few years, as our Congress
does, even with a steady salary of $200,000/year
plus a secure pension.
The history of programs to reform US National and
State governments has been so dismal that I
cannot conceive of getting "Liberty and Justice
For All" from a World Government unless we first
perfect Local Government, and use that local
"empowerment of the people" (John Watkins'
term) to reform and transform the higher levels
of Government. An informed public is our only
defense against those who want World War III.
Let me add an idea, that no one has mentioned yet,
to the concept of World Unity. Since Adam Smith
gave us his "First Maxim of Taxation" in 1776, and
Thomas Paine gave us the critical use of debt-free
interest-free tax revenue in 1792, the US private
sector has perfected a decentralized Global system
of production and distribution which has become
the standard for private sectors everywhere, and
since 1946 for many public sectors, in what author
D. A. Rustow called our "World Of Nations" it in his
1967 book of that title.
As was said recently on the list: "There is no need
to reinvent the wheel." Some industries (electric
power) have been automated to negotiate a boom
to bust business cycle during each 24 hour period
without any significant disturbance of their operating
parameters (60 cps and 120Volts).
On January 18, 2003 I had the good fortune to
explore the "How" and the "What" of Social
Transformation with Stephen Zarlenga; again
on January 22, 2003 with John Bunzl; and again
about a year ago with Doug Everingham. We all
agreed to encourage all efforts toward our
common goal, and not add "What" to "How" until
the end was within sight. As John Bunzl said in
his March 08 note below: "In the end of course,
HOW and WHAT come back together on equal
terms at the point of implementation.
Please read Doug's forwarded message with
an eye to answering the question: In the light
of World Unity Day, are we at the point of
implementation? I'll add a brief comment
below Doug's note.

For a while longer, the US of A will be the world's
only superpower. If the US public wanted to use
this window of opportunity to restore the equal
sign on Figure 12 between US public and private
policy, who could or would tell them, NO?
Keep in mind that there are two kinds of people
in every nation: the MANY who would be content
with "Liberty and Justice For All," and, the FEW
who deviously defend the status quo.
Watch what they do, not what they say!
