Dear Mr Searle,
Corruption is always associated with Action. Every action has two components action and corruptions.
In developing countries one is not sure whether an initiative will yield results or not. When desired results are not realised we may say that the whole project has been consumed by corruption. In developed world initiatives generally succeed. The cost may be high and the difference is the amount of corruption.
This is why we have suggested the iFactor.

Personal message text:
Dear All,
One of the great problems of giving aid to poor countries is how much of it actually gets to those in most need. Corruption especially in a places like Pakistan is rife. Personally, I think it is the most corrupt country in the world from the amount of stories I have heard about it!!!! In Europe, Italy is probably the worst offender for this kind of thing. However, corruption in Poland notably is also bad, and is the key reason for an exodus of their people flooding Britain. Soon, the Bulgarians, and other eastern europeans will also do likewise....Their countries like Russia are pretty corrupt too.
