Good day to all TOP adopters who have also 
adopted SP,

David Kupelian successfully resisted the 
temptation to comment on #12.  He was 
probably well advised not to comment if 
he is still depending on employment to 
support his family.  David remains PC 
(politically correct) on #12.

Brad Edmonds, on the other hand, won 
my undying respect with his concerned 
reply to the question raised in #13.  In case 
you missed #13, the question was:

        "How does a Libertarian define the 
        optimum policy for funding a species 
        of productive assets with a long and 
        expensive period of development 
        before they become productive and 
        self supporting?"

And Brad went to the heart of the question 
when replied: 

        "I'm not sure why that's a libertarian 
        question.  I advocate the abolition of 
        forcible government (which includes 
        taxation), not its reduction to a 
        constitutional level; nor do I advocate 
        local/decentralized forcible government.  
        Corporations (in whatever form they'd 
        exist without state charters) would deal 
        with their own R & D, with the smarter 
        ones surviving the longest."

Brad is exactly right, I knew it was not a 
libertarian question when I asked the 
question.  It is a question that gets asked 
and answered by every society of human 
beings, from Marguerite Hampton's Eco 
Villages up to India, China, and Russia.  
So Brad remains as PC (politically correct) 
on #13 as David was on #12.  

A society which aspires to be "open" and 
elects to employ a free market to produce 
everything it wants or needs with "liberty 
and justice for all;" will adopt a minimum 
government directed to develop its human 
assets under the same set of rules that our 
private sector corporations use to develop 
their capital assets.  This set of rules, I call 
"the optimum policy" (TOP) for convenience.  
It has been the proprietary knowledge of 
gay men, lesbian women, celibate priests, 
bishops, popes, kings, and emperors since 
the beginning of recorded history.  Only P. T. 
Barnum's suckers are kept innocent of TOP.

For the rest of humanity another policy, 
rather less than optimum, has been the 
SOP (standard operating  policy) since 
the King of Judah, Rehoboam, abandoned 
TOP in B.C. 975 (I Kings 12) and destroyed 
the Biblical Empire of Israel which had its 
apogee of wealth and power under Kings 
David and Solomon.  Call this SOP "the 
wrong policy" (TWP) for convenience.

We are every day offered entertainment 
on topics from Same Sex Marriages to 
World Government, but TOP is the only 
topic that our schools, media, and slave 
masters have regarded as absolutely PIC 
(politically incorrect) since the wrong 
policy (TWP) was adopted by the Union 
and used for reconstruction of the former 
Confederate States of America, and for 
the reconstruction of the lower Forty Eight 
States during the 1930s Great Depression.  
TWP was not what Bertrand Russell had in 
mind when he wrote, Principles Of Social 
Reconstruction, in 1915.  He was describing 
TOP, just as Thomas Paine had described it 
in his Agrarian Justice, 1792, and again in 
his Rights Of Man, part two, 1797.  

The USA enjoyed an agrarian version of TOP 
(with full employment and prices declining 
at 1.2%/year from colonial days until the 
1890s) but the industrial version of TOP is 
still in America's future.  As Russia's Michael 
Gorbachev said to a bunch of American WHIPs, 
while Lurban kohler was living in Moscow, 
working for TASS; "I will reform Russia before 
you can reform the USA."

Forgive me for attaching a visual-aid to 
assert that TOP is pure Capitalism.  And TWP, 
as practiced on taxpayers and voters in the 
USA since reconstruction, is 50% Capitalism.   
But TWP saved the WHIPs about 3% of GDP 
on their income tax rate and cost them much 
more than 3% in remedial welfare programs 
at the State and Federal level of government.  
Such a bargain!  Better than barter!
