This confirms my earlier post which was based on the Eastern Voice. However, the interest free loans concerned are not created by the Indian government but are ofcourse given as aid by the World Bank...which is arguably absurd. A democratic government should arguably have the power to create its own finances in certain dire situations without the need for any "foreign" help, or authorisation!!
