  Thanks a lot for a detailed response for my note ..I wished you to cite references from Qur'an as well. Reference to Prophet Abraham is quite well cited . I just wished to making the narrative inclusive with reference to the texts in the various religious traditions.I wish now more endorsement of Churches for the formulation..I would like to suggest that the phase of whole divine law is reformulated for the propositions that emanate from your analysis. It could be termed Wesley Burts Model on tithes for Social Equity ,Ecological Sustainability and Global Harmony..I think this may get better received as there is a scope for defining the proportions. I guess many do not like speech on behalf of Allah...unless the same is cited from texts.Islamic traditions has the scope for ijtihad..and that is where your work falls in.Your work is an innovation on the commands and established empirically the need for establishing governance following the commands of Allah/God/../// You are
 a "Muslim" in following and communicating those commands.

  discovered the defect of omission in the Decalogue and in

  I thought I had done just that when I traced The Optimum 
  Policy (the governing principle of the state) to Abraham 
  and King Melchizedek, B.C. 1913 (Gen. 14.20), as shown 
  in the twelve year old visual-aid inserted below.  In an 
  agrarian as well as in an industrial society, human development is done well at the local level, or not done. 

  The second tithe, to support a higher level of government over the twelve tribes of Israel by the thirteenth tribe, was 
  added 442 years later by Moses in B.C. 1471 (Num. 18.21).  The census of the thirteenth tribe, taken twice in the Book 
  of Numbers, gave the Levites an average income of four 
  times the average income of the twelve tribes.  Adequate, 
  perhaps, to keep the thirteenth tribe honest in an 
  agrarian society, but not in the US industrial empire since 1898.  

  The third tithe (Deut. 14.22-29) was not imposed as a tax   on the production and crops of the twelve tribes.  Instead, 
  each family was exhorted to spend 10% of their annual 
  production on community building at the feasts and sharing 
  with the poor.

  The Optimum Policy (TOP) for productive assets with a 
  long and expensive development stage was reduced 
  to practice in the US private sector by the best brains 
  that money could buy.  In 1953, I thought all of US 
  industry practiced the same policy as General Electric 
  and the Electric Power Industry.  Well, not quite!  But 
  enough practice TOP to make the US economy a 
  seem less web of sovereign corporations that covers 
  the global economy like a coat of paint.  There is no 
  formal level of governance above the corporations except 
  their universal competitive pricing formula, which is the 
  beginning of TOP.  The rest of TOP consists of how one 
  invests the first 10%, of sales revenue or personal income.

  As you know, Mukhtar, the German Bible critic, Julius 
  Wellhausen, 1844-1918, asserted that the Five Books 
  Of Moses were compiled and edited by EZRA after the 
  Jewish remnant returned to Palestine under the Decree 
  of King Artaxerxes which excused the thirteenth tribe from paying the first tithe out of the second tithe they received from the twelve tribes.  I am much obliged to three authors 
  for my insight into the Pentateuch:
  * Rev. C. I. Scofield, The Scofield Reference Bible, 1909.
  * Dr. J. H. Hertz, C.H., The Pentateuch and Haftorahs, 1936.
  * George Sale, A Preliminary Discourse, 1892, with The Koran: commonly called the ALKORAN OF MOHAMMED, 
  as translated from the original Arabic.

  As you say, Mukhtar, the three authors and their books 
  are Islamic, and at odds with Wellhausen.  However these 
  three books were handed down to us, they have served 
  well the purpose of teaching the FEW how to preserve 
  their wealth and power while keeping each congregation 
  on its knees; praying, paying, and obeying for thirty 
  centuries.  Top for a few, and TWP (less than TOP) for 
  the many is a wailful, deliberate, and systematic design 
  for genocide done slowly.  Clearly, a self-fulfilling prophesy 
  that has operated as TWP on all empires since B.C. 975.

  When will we change our minds?

  Last week on John Watkins' Alliance for Human 
  Empowerment forum was a satisfying week.  I visited 
  Ron Roland's Constitution web site and read Bastiat's 
  1950 book, The Law, for the nth time.  On list Worldcit, 
  Sabzali Khan, Raj Shekhar Chandola, Kenneth Kostyo, 
  and Lucy Webster moved toward substancial agreement 
  on the subject: "Common Grounds for World Religion 
  and Decentralized Creativity."  As a member of 
  no particular church, it is reassuring to keep in mind 
  that both sides of the Judeo-Christian principle of 
  Subsidiarity (TWP and TOP) have been disclosed to
   the public since 1891.  The 2981 year old Wrong 
  Policy (TWP) still prevails today,  But the 3919 year 
  old optimum policy (TOP), Partially implemented  in 
  1789 for a thirteen colony agrarian society, is gaining 
  ground among today's industrial societies, but not yet
